City of Big Bear Lake Department of Water and Power (DWP) is accepting sealed bids for the construction of Customer Accessibility Upgrades.  Bids will be awarded to the lowest responsive responsible bidder.  All bids shall be made on the bid form furnished by the DWP.  Sealed bids may be delivered to the DWP office, 41972 Garstin Dr. Big Bear Lake, CA  92315 and may be mailed to DWP P.O. Box 1929 Big Bear Lake, CA 92315 Attn: Kelle Barrette Customer Service Supervisor.  Each bid must conform and be responsive to all pertinent Bidding and Contract documents.  Prospective prime contract bidders may secure construction documents by requesting digital PDF files of the documents at no charge to bidders.  A hard copy can be made available upon payment of a deposit of $100.00 per set.  Deposits will be refunded upon the return of said documents in good conditions within 10 days after bids on the project have been opened.  A non-refundable charge will be required for each set mailed.  There will be no next day shipping.  Note: Postal delays could affect delivery.  Allow enough time for delivery and response.  A mandatory site walk is scheduled for January 8, 2019 at DWP 41972 Garstin Dr. Big Bear Lake, CA at 10:00 a.m.  Last day to ask questions is January 11, 2019DWP will receive sealed bids up to, but not later than January 17, 2019 at 10:00 a.m.

Each bidder shall possess at the time of the bid a current contractor's license, pursuant to Public Contract Code Section 3300 and Business and Professions Code Section 7028-15. The successful bidder must maintain the license throughout the duration of the contract. Bidders responding must possess a California Contractor's B license.
Special Requirements:
Each bid shall be accompanied by a bid bond in the amount of ten percent (10%) of the bid amount, designation of subcontractors, non-collusion declaration, contractor's certificate regarding workers' compensation, certification page and certificate regarding drug-free workplace. A Payment Bond and Performance Bond will be required prior to execution of the contract. In accordance with provisions of the Public Contract Code Section 22300, substitution of eligible and equivalent securities for any monies withheld to ensure performance under this contract will be permitted at the request and expense of any contractor.
Bidders are advised that this contract is a public works project for the purposes of the California Labor Code, which requires payment of prevailing wages. Wage rates can be obtained from the Director of Department of Industrial Relations at As of March 1, 2015, all contractors bidding on public works projects must be registered with the Department of Industrial Relations pursuant to Labor Code 1725.5. No bidders may withdraw his bid for a period of 90days after the date set for the opening thereof. DWP reserves the right to reject any and all bids and to waive irregularities in any bid.
