March 28, 2006 Board Meeting Summary
March 29, 2006At their March meeting the DWP Board of Commissioners received new reports on the Lake William service area. The reports included one by DWP’s hydrogeologists analyzing the increasing nitrate concentrations in our wells and the second was an analysis by DWP’s engineer on interconnection pipeline funding alternatives. After receiving the reports and following a lengthy discussion, the Board determined that it could still not make a decision regarding solving the long-term water supply problems in Lake William for the following reasons.
- The DWP has not been able to identify all costs associated with pipeline construction, including the price that will be paid to the Big Bear City Community Services District for the water.
- Additionally due to several unforeseen delays the DWP Water Master Plan has not been completed. The plan will identify a long priority list of necessary capital improvement and rehabilitation projects throughout DWP’s service area, including Lake William, that have not been defined in terms of overall costs or implementation schedule.
- Finally, the timing and costs associated with the need to treat local ground water to remove nitrates have not been fully identified. Preliminary cost estimates indicate a construction cost for the treatment plant at about $190,000 and maintenance costs of roughly $9,000 annually.
The DWP’s engineer indicated he would have a final Draft Water Master Plan available for review by the end of May. After review at the staff level it will move on for review by the Board. Once the Master Plan is completed, a financial plan will be prepared to define how capital projects will be paid for. This is anticipated to be ready for Board review in September. At that time the Board should have everything they have requested in order to make a firm decision regarding the water supply in Lake William.
