As of March 2007, the bathroom retrofit program has been
suspended due to a shortfall in funding from Water Demand
Offset Fees. If Water Demand Offset Fees recover, the programs
may be reinstated.
WATER DEMAND OFFSET
Water Demand Offset fees are funding the current toilet retrofit and rebate programs. Currently, the DWP is collecting demand-offset fees from developers when a new connection is granted. Developers are required, under DWP resolution, to offset the impact on the water system when a new development takes place. The DWP estimates the new development’s impact on the water system by calculating the plumbing fixtures in the new development and the respective demand on the system. The developer than pays a fee – a demand offset fee – which is used to fund both the rebate and retrofit programs.
TOILET REBATE PROGRAM
The DWP will credit qualifying customers $100 per toilet
replaced. The DWP needs to inspect the old toilet prior to
replacement. The purpose of the toilet inspection is to ensure
that the old toilet is high-flow. Please call the DWP to
schedule the audit prior to replacement. The new toilet must
be low-flow which is 1.6 gallons per flush or less. After
replacing the old toilet with the new, low-flow toilet, the
customer can mail, fax or take the receipt for the new toilet
to the DWP. The DWP will then credit the customer’s
account.
SHOWERHEADS AND AERATORS
DWP customers may get low-flow showerheads and aerators at the DWP office at 41972 Gartsin Drive .
