RETROFIT UPON RESALE ANOTHER PIECE OF THE
COMMUNITY WATER CONSERVATION PUZZLE
In the DWPs effort to address all areas of
inefficient water use throughout the community, the Board
of Commissioners approved a Retrofit Upon Resale Program
for all DWP customers. While most homes and businesses are
already equipped with low-flow/low-flush faucets and toilets,
a number of buildings within the Big Bear Valley have not
been retrofitted. With water production continuing to decline
from many wells throughout the valley and the prediction
of another dry winter ahead, replacing all high-flow plumbing
devices would be a major contribution towards efficient water
use within the community.
Here's how the program works. First, the need
to retrofit will be disclosed in escrow. While it is the
seller's responsibility to retrofit and/or obtain certification
that the property has been retrofitted, the parties may negotiate
and agree to transfer the responsibility to the buyer. All
certification forms are handled by DWP's Customer Service
Department and will soon be available over the Internet.
This form(s) must be completed to prove that a property has
been retrofitted and the program will begin on August 1st,
2004. Once a certification is on file, the process does not
need to be repeated during subsequent sales.
If this drought continues, everyone in the
community will be asked to contribute towards water conservation
for the benefit of the community. DWP and CSD are researching
water conservation measures implemented by numerous communities
throughout the country to find the best ways for all of us
to contribute towards efficient use of water. Retrofitting
upon resale is just one of many programs that will be instituted
by the valley's water providers to ensure Big Bear's future
water supply. Please be a team player and do your part when
it's your turn to contribute.
