While the BBLDWP feels there is clearly a need to fund sensible long-term solutions for water quality issues in disadvantaged communities, a public goods charge, otherwise known as a statewide tax or fee, is not an acceptable solution.
The BBLDWP, along with other public water agencies, is committed to providing safe and reliable water. We agree with the goal of assisting disadvantaged communities without safe drinking water, but oppose a tax on drinking water for several reasons, including:
SB 623 has fundamental flaws related to funding categories, eligibility and State Water Board authority, as detailed by the Association of California Water Agencies. For all of these reasons the City of Big Bear Lake Department of Water opposes SB 623 and any related legislation or action that would result in an additional tax on our customers.
